2025 RKP to Act as Foundation for Acceleration of Inclusive and Sustainable Economic Growth

JAKARTA –   The Ministry of National Development Planning/Bappenas initiated the drafting of the Government Work Plan (RKP) under the theme of "Accelerating Inclusive and Sustainable Economic Growth" at the Kick Off Meeting for the Preparation of 2025 RKP, held virtually on Thursday (7/3). 

"The first phase of medium-term development in achieving the Golden Indonesia 2045 Vision focuses on strengthening the foundation of transformation," said the Minister of National Development Planning/Head of Bappenas, Suharso Monoarfa in his remarks. The 2025 RKP is projected to be a response to global changes as well as the fulfillment of the Law No. 25/2004’s mandate concerning the National Development Planning System and Government Regulation No. 17 of 2017 concerning the Synchronization of National Development Planning and Budgeting.

The 2025 RKP will serve as a planning document during the transition period between the 2005-2025 RPJPN and the 2025-2045 RPJPN, as well as the initial elaboration of the 2025-2045 Draft RPJPN and the 2025-2029 Technocratic RPJMN as the First Phase of Five-Year Development. 

"The Golden Indonesia 2045 Vision as a sovereign, advanced, and sustainable archipelagic state requires strong foundations for transformation. The 2025–2029 development phase is crucial for laying the groundwork for transformation and even serves as the basis for growth in subsequent stages, also serving as a window of opportunity for all of us to achieve the aspirations of the vision. Therefore, the 2025 RKP is focused on strengthening the foundation of transformation," Minister Suharso continued.

The 2025 RKP is aimed at providing guidance in planning, budgeting, and implementing development throughout Indonesia. Taking into account the mandates of the Law and Government Regulations, this document serves as a transformational basis to propel Indonesia towards higher levels of growth. The 2025 RKP is formulated with the aim of becoming a reference for planning, budgeting, and implementing development, both by the central and local governments. For the central government, RKP serves as a reference for drafting the Work Plan of Ministries/Institutions, which will then be incorporated into the Draft State Budget. For Local Governments, the 2025 RKP serves as a reference for preparing regional RKPs. The development directions outlined in the RKP can serve as a reference for Businesses (SOEs/Private) and Non-State Actors to participate and collaborate in supporting national development achievements.

Meanwhile, the theme of the 2025 RKP, "Accelerating Inclusive and Sustainable Economic Growth," is realized through priority policy directions covering: Quality Human Resources through improving the quality of education and health as well as strengthening the nation's character and identity; Quality Infrastructure aimed at improving connectivity infrastructure, energy transition development, accelerating IKN infrastructure, and waste management reform; and Inclusive and Sustainable Economy, expected to create quality jobs, reduce inequality, and create environmentally friendly products.

The Ministry of National Development Planning/Bappenas hopes that the 2025 RKP can lay the initial foundation for achieving the transformational agendas as outlined in the 2025-2045 RPJPN Draft Law with the formulation of the Golden Indonesia 2045 Vision. 

"Preparations for the 2025 RKP is expected to serve as a reminder for us to focus the 2025 development priorities on achieving the theme and development objectives of RKP," concluded the Secretary of the Ministry of National Development Planning/Chief Secretary of Bappenas, Teni Widuriyanti.
