Bappenas & BNPB Launch Disaster Risk Index Projections to Align National & Regional Long-Term Development Plans

The Ministry of National Development Planning/Bappenas, together with the National Disaster Management Agency (BNPB), held the Launch Event for the Disaster Risk Index (IRB) projections, in the context of aligning the 2025-2045 National Long-Term Development Plan (RPJPN) with the 2025-2045 Regional Long-Term Development Plan (RPJPD), on Friday (12/7). 

The launch of the IRB projection results is significant as it serves as a proxy indicator in the 2025-2045 RPJPN, reflecting the proportion of direct economic losses due to disasters relative to GDP. The updating of hazard and vulnerability data in Indonesia's IRB by BNPB underscores the need to realign this indicator at the provincial level for the formulation of the 2025-2045 RPJPD.

“This Disaster Risk Index is crucial in assessing our performance in managing disaster risks. We all know that Indonesia is highly vulnerable to natural and man-made disasters, so this risk index is necessary to show the extent of hazards, risks, and our performance in managing these risks. It not only concerns disasters but also includes the infrastructure sector, agricultural sector, and other risks present in regional development,” explained the Ministry of National Development Planning/Bappenas’ Deputy for Regional Development Tri Dewi Virgiyanti.

The “Proportion of Direct Economic Losses due to Disasters Relative to GDP” indicator is one of 45 key development indicators related to disaster management and climate change within the framework of social, cultural, and ecological resilience transformation as outlined in the 2020-2045 RPJPN. Meanwhile, in the RPJPD, this indicator is detailed within the IRB, serving as a guideline for RPJPD indicators. Subsequently, provincial governments need to align the Provincial IRB values based on BNPB’s calculated results over the next 20 years.

The BNPB is currently updating the variables constituting the IRB, which include hazard data, disaster vulnerability, and disaster capacity, now in the finalization phase. “Through this activity, it is hoped that the IRB projection results can serve as a guide for provincial governments in setting baseline values and targets in their long-term, medium-term, and annual development planning documents,” concluded Deputy Virgiyanti.
