Advancing Inclusive Development: Bappenas Engages Stakeholders at the 2025 Disability-Inclusive Development Forum and Awards

The Ministry of National Development Planning/Bappenas, through the Deputy for Community Empowerment, Population, and Manpower, in collaboration with Sasana Inklusi dan Gerakan Advokasi Difabel (SIGAB) and INKLUSI, facilitated a platform bringing together persons with disabilities and government stakeholders to share experiences, build synergy, and devise solutions for inclusion challenges in Indonesia. 

“The government continues to strive for development that is not only about economic growth but also about social justice. We want to ensure that all citizens, including persons with disabilities, enjoy equal rights and opportunities,” emphasized the Deputy Minister for National Development Planning/Deputy Head of Bappenas Febrian Alphyanto Ruddyard at Temu Inklusi #6: Commitment, Synergy, Action, and Diversity Innovation for Golden Indonesia 2045 in Cirebon Regency, West Java, Wednesday (3/9).

Temu Inklusi, initiated in 2014 by SIGAB Indonesia together with disability rights organizations, civil society, development partners, and the government, took place on 2–4 September 2025. Cirebon Regency was honored with the Special Category Award for Disability-Inclusive Local Government 2025. Meanwhile, the five provinces awarded as the best recipients of the 2025 Disability-Inclusive Development Awards (PPD) were Yogyakarta Special Region, Jakarta Capital Region, South Kalimantan, Central Java, and East Nusa Tenggara.

“These awards are not merely symbolic but serve as instruments to ensure that development programs meaningfully involve persons with disabilities from planning to evaluation stages. One tangible outcome of Temu Inklusi is the creation of the Inclusive Village concept and indicators, which have now been adopted in more than 157 villages across 10 districts in five provinces,” stated Bappenas’ Deputy for Community Empowerment, Population, and Manpower at Bappenas, Maliki.

Through multi-stakeholder collaboration, best practices in inclusive development are expected to expand further, ensuring the Golden Indonesia 2045 vision is realized equitably for all citizens. 

“The government’s commitment to inclusive development is reflected in the 2025-2029 National Medium-Term Development Plan (RPJMN), where National Priority 4 emphasizes inclusivity for older persons and persons with disabilities, and National Priority 6 highlights improving welfare for all citizens without exception,” concluded Deputy Minister Febrian.
