Bappenas Discusses Regional Policy and Infrastructure Directions during Development of 2025-2029 RPJMN

During the Working Meeting for the Formulation of the 2025-2029 National Medium-Term Development Plan (RPJMN) Technocratic plan between 22-24 November 2023, the Minister of National Development Planning/Head of Bappenas, Suharso Monoarfa, reminded all civil servants (ASN) at this Ministry to plan national development agendas using the Thematic, Holistic, Integrative, and Spatial (THIS) approach. 

"Please decide the game-changing factors. When it is later implemented as a major project, the calculations must be socio-economically viable. That is what we pursue, that is the strength of Bappenas; we must use the THIS approach effectively," explained Minister Suharso in Surabaya on Tuesday (22/11).

The Ministry of National Development Planning/Bappenas is currently focused on formulating transformative development strategies and development agendas. One of the priorities discussed in the meeting is the refinement of regional policy directions and support for infrastructure in response to evaluations which indicate that, on average, two-thirds of regional policies are still not in line with directions from the central government.  

In an effort to ensure the continuity of planning and implementation in regions and support for infrastructure, the Ministry of National Development Planning/Bappenas is implementing the National Development Risk Management method as mandated by Presidential Regulation no.39/2023 concerning National Development Risk Management. "We must determine the risk appetite. The risk becomes greater when the domain of uncertainty is larger, so we must reduce it by increasing the amount of data and information on issues we determine as risky," Minister Suharso clarified.

Regional development policies and interventions, as well as the refinement of transformative development, serve as the foundation for the preparation of the 2025-2029 RPJMN, a development planning document that is an integral part of Indonesia’s 2025-2045 National Long-Term Development Plan, which carries the goal of being a Sovereign, Advanced, and Sustainable Archipelagic State. As part of public engagement efforts, the Ministry of National Development Planning/Bappenas is conducting a Public Consultation on the Technocratic Draft of the 2025-2029 RPJMN.

Minister Suharso emphasized the importance of research institutions and researchers in their role of supporting the formulation of policy directions so that every development planning document produced is based on evidence.

"We can propose new policies, such as, for example, the National Research and Innovation Agency (BRIN) was asked to conduct applied research as done in the Republic of Korea and Germany. The experts involved will also receive intellectual property rights," Minister Suharso concluded.
