Bappenas Launches 2045 National Urban Policy to Support Sustainable Urban Development

JAKARTA – The Ministry of National Development Planning/Bappenas, together with the Coordinating Ministry for Infrastructure and Regional Development, the Ministry of Home Affairs, and the Ministry of Public Works, has launched the 2045 National Urban Policy (KPN).
This transformative strategy aims to create urban areas that are balanced, inclusive, advanced, green, and resilient, with transparent, accountable, smart, and integrated governance. As a collective national roadmap, the document provides guidance for addressing the challenges of urbanisation in the journey towards the Golden Indonesia 2045 vision.
At the launch in Jakarta on Monday (15 September), the Minister for National Development Planning/Head of Bappenas, Rachmat Pambudy, underlined the urgency of KPN for urban development.
“The 2045 National Urban Policy is a collective roadmap to transform urbanisation into fair and sustainable prosperity, and to position cities as the centre of gravity of national development,” stated Minister Rachmat.
Currently, more than 56 percent of Indonesia’s population lives in urban areas, and this figure is projected to increase to 72.9 percent by 2045. However, urbanisation’s contribution to the economy remains relatively low. Each 1 percent growth in the urban population only raises per capita GDP by 1.6 percent, compared to the East Asia and Pacific average of 2.8 percent. Therefore, the leverage of urban development must be strengthened.
Echoing Minister Rachmat, the Coordinating Minister for Infrastructure and Regional Development, Agus Harimurti Yudhoyono, stressed the importance of shaping future cities that are both productive and humane. Deputy Minister for Public Works and Housing, Diana Kusumastuti, also highlighted urban development as the foundation for a resilient Indonesia.
Meanwhile, the Director General of Regional Administration Development at the Ministry of Home Affairs, Safrizal, emphasised the need for synergy between central and regional governments to ensure that KPN benefits society at large.
KPN 2045 is designed as a living document, dynamic, collaborative, and open to updates. It reinforces the government’s commitment to making cities not only centres of economic growth but also inclusive, resilient, and globally competitive living spaces, serving as a valuable legacy for future generations.
“Our urban leverage must be strengthened so that cities are not only engines of economic growth but also liveable, fair, and sustainable spaces, in line with the Golden Indonesia 2045 vision. This goal can only be achieved through strong collaboration and synergy,” concluded Minister Rachmat.
