Bappenas Holds 2026 Musrenbangnas Kick-Off Meeting to Ensure Alignment of Central and Regional Development

JAKARTA – The Ministry of National Development Planning/Bappenas has commenced the preparation process for the 2027 Government Work Plan (RKP) as a reference for ministries, agencies, and regional governments in formulating development programmes, while also serving as the basis for the preparation of the 2027 Draft State Budget (RAPBN).
The Minister for National Development Planning/Head of Bappenas Rachmat Pambudy emphasised that development must be grounded in systematic, measurable, and integrated planning and budgeting. “In development, economic growth is not the ultimate objective, but rather a tool to improve public welfare. Therefore, growth must be inclusive and sustainable,” Minister Rachmat Pambudy stated while opening the 2026 National Development Planning Conference (Musrenbangnas) Kick-Off Meeting virtually on Tuesday, 28 April 2026.
The 2027 RKP adopts the theme “Accelerating Quality Growth through Productivity, Investment, and Industry.” As a national development planning forum that brings together central and regional governments, Musrenbangnas 2026 carries three strategic functions.
First, it serves as a forum to agree on policy directions, targets, priorities, and development focuses for 2027 as a shared reference for refining planning documents at both central and regional levels.
Second, it ensures that the President’s priority agenda and national development policies can be translated consistently into regional development programmes, activities, and interventions, supported by strong commitment from all stakeholders.
Third, it strengthens synergy between central and regional governments in development implementation, including in terms of substance, priority locations, and financing support, to ensure that the 2027 development targets can be achieved more effectively, in an integrated manner, and with greater precision.
The Government has designated 2027 as a phase for accelerating growth, with an economic growth target ranging from 6.3 to 7.5 per cent as a bridge towards achieving eight per cent economic growth by 2029. To meet this target, the priorities of the 2027 RKP are focused on three main subthemes: productivity, investment, and industry as drivers of quality growth.
Deputy for Regional Development of the Ministry of National Development Planning/Bappenas Medrilzam further stated that all stakeholders are expected to sharpen priority locations by determining the appropriate areas and forms of intervention. He added that, starting this year, planning will be conducted in greater detail, as more granular data will determine the clarity of subsequent processes.
Minister Rachmat expressed hope that this collective effort would reinforce the commitment to work together in building a more sovereign, advanced, and sustainable Golden Indonesia.
“To ensure that all plans are implemented effectively, stronger central-regional synergy is required. Therefore, Musrenbangnas 2026 serves as a strategic forum to strengthen cross-sectoral synergy, as well as synergy between central and regional governments in planning and budgeting,” Minister Rachmat Pambudy concluded.
