Bappenas Encourages Digital and AI Investment Cooperation with Huaxia Kunpeng

The Minister for National Development Planning/Head of Bappenas, Rachmat Pambudy, received a delegation from Huaxia Kunpeng, led by CEO Zhang Zhou, to discuss opportunities for investment cooperation in Indonesia’s digital technology and artificial intelligence (AI) sectors.

During the meeting, Minister Rachmat emphasised that Indonesia is open to investments that support the strengthening of the national technology ecosystem. He underlined that international cooperation is key to accelerating Indonesia’s technological advancement.

“Every country seeks to master technology based on its own capabilities, and the path to development is through cooperation. This cooperation begins with the company now led by Mr Zhang Zhou. I would like this cooperation to begin today between Mr Zhang Zhou and partners in Indonesia. As this is still in its early stages, this is a good initial meeting, and at the next meeting I expect to receive the same commitment, but there must be progress,” he stated.

Minister Rachmat also expressed appreciation for the investment interest being offered, particularly in the development of Indonesia’s digital infrastructure.

“We welcome all new investments, especially in the digital industry, within the information technology ecosystem, and in everything we need as a large country with more than 280 million people. We need connectivity; we need new models to enable our people to connect with one another quickly,” he remarked.

Meanwhile, Huaxia Kunpeng CEO Zhang Zhou conveyed the company’s commitment to investing in and contributing to the development of Indonesia’s digital ecosystem.

“We would like to propose the development of an AI data centre facility and its ecosystem. In addition, we have a background in manufacturing electronic devices such as smart devices, and we see opportunities to invest and build production capacity in Indonesia,” said Zhang Zhou.

He further added that the proposed collaboration includes the development of digital talent through partnerships with universities, as well as strengthening research and innovation capacity.

“We aim to collaborate with local universities and the industry ecosystem to develop talent, so that Indonesia’s human resources can play an active role in the AI industry,” he added.

The meeting also discussed potential cooperation in the development of data centres, the growth of technology manufacturing industries, student exchange programmes, and the establishment of research and development (R&D) centres.

Through this cooperation, Indonesia is expected to accelerate its national digital transformation and strengthen its position not only as a market, but also as a key player in the global technology industry
