Bappenas Discusses Finalization of Tourism Masterplan

JAKARTA – The Ministry of National Development Planning/Bappenas, together with 17 ministries/institutions, discussed the finalization of the National Tourism Destinations Master Plan/Integrated Tourism Master Plan (RIDPN/ITMP) for Lake Toba, Borobudur-Yogyakarta-Prambanan, Raja Ampat, and Wakatobi at a ministerial meeting on Monday (10/4).
In collaboration with the World Bank, the RIDPN/ITMP aims to increase institutional capacity, improve road access and services, encourage community participation, and create a conducive investment climate. The implementation of the RIDPN/ITMP is the start of the implementation of four components which will become the basis for planning and budgeting as well as for the development of Indonesian tourism.
“The preparation of the four RIDPN/ITMP is in accordance with a thematic, holistic, integrative and spatial planning approach,” said the Minister of National Development Planning/Head of Bappenas Suharso Monoarfa.
The master plan serves as a guideline for all stakeholders in planning tourism development, infrastructure development, utilization of maritime and forestry resources, as well as mapping human resource needs, for the next 25 years. If properly and carefully executed, the realization of this master plan will have a broad impact on public welfare.
“We will start by increasing competitiveness, resilience, economic diversification, prioritization of investment, innovation and digital transformation (so as to absorb labor), demand for creative economy products, and increase business opportunities in the tourism sector. The results are expected to create positive impacts for the designated destinations of Lake Toba, Borobudur-Yogyakarta-Prambanan, Raja Ampat, and Wakatobi that are inclusive, competitive, and can provide economic, social, and environmental benefits in a sustainable manner,” added Minister Suharso.
The Minister of Tourism and Creative Economy/Head of the Tourism and Creative Economy Agency Sandiaga Salahuddin Uno revealed that if the RIDPN/ITMP was enacted into a Presidential Decree, it would be easy to accelerate the development of quality tourist destinations.
“Hopefully, after the ITMP becomes a Presidential Decree, it can accelerate the implementation of the master plan in order to prepare Lake Toba, Borobudur, Raja Ampat, and Wakatobi as destinations that are sustainable, globally competitive, and can become driving forces of the regional economy,” Minister Sandiaga noted.
“The determination of the ITMP is expected to also encourage developing the capacities and capabilities of local sons and daughters so that they can become provisions in welcoming employment opportunities in the destinations and can contribute to the revival of the national economy,” he added.
Meanwhile, the Minister of Public Works and Public Housing Basuki Hadimuljono added that infrastructure development at each destination is being planned in an integrated manner, including area management, roads, raw and clean water supply, waste management, sanitation, and residential improvement through an infrastructure development master plan.
“For tourism areas, the first thing that must be improved is accessibility and basic infrastructure to provide a memorable experience for tourists. The principle is to change the face of the region quickly, in an integrated manner, and have an impact on the local and national economies,” Minister Basuki said.
