Bappenas & BPJS Kesehatan Push for Implementation of Universal Health Coverage Through JKN

JAKARTA – The Ministry of National Development Planning (PPN)/Bappenas and BPJS Kesehatan signed a Memorandum of Understanding (MoU) on Formulating Policy Recommendations for National Development and Optimizing the Implementation of the National Health Insurance (JKN) Program on Monday (11/11). “The Golden Indonesia 2045 Vision, which entails a Sovereign, Advanced, and Sustainable Archipelago, requires, first, a per capita income comparable to developed nations, a reduction in poverty, decreased inequality, a human capital index of 0.75, and most importantly, strong health conditions,” said Minister of National Development Planning/Head of Bappenas, Rachmat Pambudy, in his speech during the MoU signing with BPJS Kesehatan President Director Ali Ghufron Mukti.
The scope of the MoU covers data/information exchange and utilization; studies and research on JKN for formulating development and SDG policy recommendations; capacity building and human resources competency enhancement in development planning and data analysis for JKN; as well as monitoring and evaluation of SDG and national development achievements. “I am confident that our goal is to improve, together, the quality of health for the Indonesian people through the JKN, which can only be achieved with effective active participation,” added Minister Rachmat.
“Through this cooperation, we hope BPJS Kesehatan can help improve the quality of public health inclusively and equitably across Indonesia, in line with SDG3: Good Health and Well-being, through the JKN Program. Currently, Indonesia has achieved Universal Health Coverage (UHC), with membership coverage now exceeding 98 percent of Indonesia’s population,” said Ghufron, BPJS Kesehatan President Director. UHC ensures that Indonesians are protected from financial risks, have access to essential healthcare services, as well as safe, effective, quality, and affordable medicines and vaccines.
At the same event, the book "Indonesia’s Morbidity Table Volume 1" was launched, comparing disease burden or morbidity levels in Indonesia with data from other sources, such as the Institute for Health Metrics and Evaluation, the Indonesian Life Insurance Association, and the 2023 Indonesian Health Survey by the Ministry of Health.
“The morbidity data in this book not only serves as a statistical reference but also as a crucial tool in planning health services and estimating JKN’s financial needs in the medium and long term,” said BPJS Kesehatan’s Director of Planning and Development Mahlil Ruby.
Minister Rachmat emphasized that BPJS Kesehatan plays a major role in supporting the achievement of the Indonesia Emas 2045 vision. This MoU is expected to monitor UHC implementation achievements by the end of the SDGs 2030 period, as well as support the planning, monitoring, and evaluation of the 2025-2029 RPJMN and optimize the JKN program.
“BPJS Kesehatan is the most vital contributor to achieving the Golden Indonesia 2045 Vision,” concluded Minister Rachmat.
