Bappenas Ensures Alignment of 2026 Government Work Plan with State Budget to Support National and Regional Priorities

The Minister for National Development Planning/Head of Bappenas Rachmat Pambudy outlined the fiscal and development policy directions aligned with the 2026 State Budget (APBN) during a Working Meeting of Committee IV of the Regional Representative Council (DPD RI) with the Ministry of Finance and Bank Indonesia, discussing the 2026 Draft State Budget Bill (RUU APBN) and the Budget Statement held virtually on Tuesday (2/9). 

“Economic growth is part of the broader agenda of equitable development. This is reflected in the 2026 economic growth targets, with 6.3 percent projected for Eastern Indonesia, higher than 5.2 percent for Western Indonesia,” explained Minister Rachmat.

The 2026 Government Work Plan (RKP), themed “Food and Energy Sovereignty, and a Productive and Inclusive Economy”, identifies the Trisula Pembangunan as its core priorities: Sustainable High Growth, Poverty Reduction, and Human Capital Development. To achieve these goals, the 2026 RKP includes flagship national programs such as the Free Nutritious Meal Program, Housing Development, Koperasi Desa Merah Putih, People’s Schools and Education Digitalization, the Integrated Poverty Reduction Program, and Integrated Waste Management.

On fiscal policy, Minister Rachmat emphasized that fiscal measures in the RKP are fully aligned with the 2026 Draft State Budget. “This alignment is pro-growth, pro-stability, and ensures fiscal sustainability, which is key to optimizing the role of the State Budget in achieving development targets,” he stated.

The government is also committed to aligning central and regional development. However, local governments continue to face challenges, including dependency on central transfers, low fiscal independence, and spending dominated by routine expenditures. To address this, Bappenas encourages regional financial independence through optimized local taxes and levies, improved spending quality, and the expansion of alternative financing sources without burdening local communities.

Minister Rachmat further underscored the importance of synchronizing regional planning and financing with national efforts to accelerate development targets. 

“Priority programs can run effectively and accountably by ensuring coherence between central and regional planning-budgeting documents, strengthening institutional capacity, reinforcing regional financial foundations, and fostering synergy between the State Budget (APBN) and Regional Budgets (APBD),” he concluded.
